Decision INV24-29: Inspector General Finds No Misconduct by Cornwall Police Service Board Member

 

The Inspector General of Policing has completed an investigation into allegations that Cornwall Police Service Board member Amanda Brisson breached the Code of Conduct by improperly disclosing confidential information.

 

The complaint related to Ms. Brisson sharing information about a civilian police service employee being charged with a criminal offence with another board member. This disclosure led to a general discussion at a closed board meeting about whether appropriate procedures were in place for such situations. No personal identifiers or offence details were discussed.

 

After reviewing the evidence, the Inspector General found no misconduct under the Code of Conduct for Police Service Board Members. The Inspector General concluded that Ms. Brisson did not obtain the information in her capacity as a board member, nor did she disclose information to the public or in an unauthorized manner. The disclosure was made to a fellow board member and contributed to identifying governance gaps within the board’s policies.

 

The Inspector General also encouraged police service boards to ensure they have appropriate policies to support oversight of disciplinary matters as part of their governance responsibilities.

 

Outcome: No breach of the Code of Conduct.
