Durham Regional Police Service and Police Service Board
In 2019, the Solicitor General asked the now dissolved Ontario Civilian Police Commission (OCPC) to review matters related to the Durham Regional Police Service and Police Service Board. The OCPC conducted a formal investigation, which concluded in July 2025 with the development of a report with 33 recommendations aimed at the Service and Board.
Under the Community Safety and Policing Act, the responsibility of monitoring the implementation of these recommendations and the underlying theme identified now rests with the Inspector General.

After detailed analysis of the report, the Inspector General has identified six critical themes that reflect the report’s central issues:
- Workplace Culture and Employee Well-Being
- Problematic Promotions and Discipline Processes and Undue Influence
- Respect in the Workplace Processes and Investigations
- Oversight, Accountability and Governance Issues
- Issues with the Use of External Investigators and Legal Services

The Inspector General will be monitoring the work of the Durham Police Service and Police Service Board in addressing the specific recommendations in the report, as well as the underlying themes that were identified in the report.
