An investigation was conducted into allegations that Toronto Police Service Board members committed misconduct in relation to the removal of a fellow board member from the Board. The complainant alleged that the board members acted while in a conflict of interest and that their conduct undermined public trust in policing.
The Deputy Inspector General found that the subject board members did not commit misconduct under the Code of Conduct for Police Service Board Members.
While no misconduct was found, the Decision highlighted broader governance considerations for police service boards related to member duties to act independantly, impartially and in accordance with the CSPA. The Decision also encouraged police service boards to engage the Inspector General’s Police Services Advisors to support them in navigating similar circumstances and to ensure that governance decisions are consistent with sound practices.
