Decision INV-24-32: Inspector General finds Windsor Police Service complied with policing requirements in response to a call regarding alleged harassment by a landlord

Date of Decision: Aug. 27, 2026
  • Complaint Type: s. 107
  • Windsor Police Service
  • Investigation Number: 24-32
  • N/A

A complaint was made to the Inspector General of Policing alleging the Windsor Police Service took an excessively long time to respond to a dispute between landlord and complainant. The complainant further alleged that their call-for-service was closed and re-opened multiple times.

The Inspector General found that the WPS complied with the CSPA and the regulations. The response, while lengthy and delayed, was reasonable in the circumstances and did not constitute a failure to provide adequate and effective policing. However, the Inspector General encouraged the WPS to strengthen its call-taking and dispatch processes and the Board to strengthen its related governance and policy direction considering public service expectations.

Outcome: Compliance with the CSPA; urged WPS and Board to strengthen policies and procedures
